It was founded in 1975 AD and includes in its membership seven countries: "The United Arab Emirates, the Kingdom of Bahrain, the Republic of Yemen, the State of Kuwait, the Kingdom of Saudi Arabia - the Sultanate of Oman, the State of Qatar " and is concerned with strengthening coordination, cooperation and integration among member states, developing and evaluating educational and educational policies.

The organizational structure consists of the General Conference and the Executive Council, and the office has three regional centers, and it supervises the Arabian Gulf University in the Kingdom of Bahrain.
