Executive Office

The Executive Office:

The Executive Office is composed of H.E the Minister (chairman), a representative of the Supreme Education Council (vice-chairman), the Secretary-General (member) and a representative from each of the following bodies:

-    The Ministry of Foreign Affairs.

-    The Ministry of Culture and Sports.

-    The Ministry of Development Planning and Statistics.
-    The Ministry of Muncipality and Environment

-    Qatar Museums Authority

-    Qatar University

-    Qatar Foundation for Education, Science and Community Development.

Each of the abovementioned bodies shall select its representative in the Executive Office. The members are nominated by a decision issued by H.E. for a mandate of three (3) years renewable for a similar period or periods.

Terms of reference of the Executive Office:

  • To Review and discuss the reports submitted by the State delegations to the general conferences of the organizations.
  • To approve the draft regulations of the National Commission.
  • To adopt the recommendations of the General Secretariat on the draft program and the proposed budget for the organizations.
  • To adopt the annual report issued by the Secretariat on the work of the National Commission.
  • To Follow up the international, regional and Arab treaties and conventions and relevant to the organizations.

The National Committee includes the following specialized committees that are established upon the Minister's decision as these committees shall act on a temporary basis

-    Education committee

-    Natural sciences committee

-    Social sciences committee

-    Culture, media and information committee

Terms of references of the Specialized Committees

  • To review documents provided by the Executive Office and Secretariat.
  • To review organizations programs and field projects with a special focus on those that can serve best the process of development in the State Qatar.
  • To develop data and conduct studies in different areas, as required by these organizations. 
  • To review the outcomes of seminars , conferences and specialized meetings held by organizations
  • To make preparations required for conferences, meetings, seminars and workshops hosted by the State of Qatar under the supervision of these organizations.

The General Secretariat

The Secretariat:

The Secretariat is composed of:

-    The Secretary-General's Office.

-    UNESCO Section.

-    Arab and Islamic Organizations Department.

The Secretariat shall be in charge of the following:

  • To develop the National Commission draft regulations and implement all the technical, financial and administrative work.

  • To submit the decisions and recommendations issued by the Executive Office to the other ministries and governmental bodies.

  • To study the reports of the state delegations to the general conferences of the organizations and to submit the recommendations to the Executive Office.

  • To study the program project and the allocated budget for the organizations, as well as to conceptualize the State's opinion on the project to contribute to the positive participation in these general conferences.

  • To form the competent committees and contact authors and researchers to prepare the reports and researches to contribute to the activities of organizations.

  • To nominate the members of the state delegations to participate in the conferences and seminars within the scope of organizations.

  • To prepare the agenda of the Executive Office.

  • To prepare an annual report on all activities of the Qatar National Commission.

The Roles and Responsibilities of the UNESCO Section

  • To take all necessary measures related to communications between relevant entities of the State of Qatar and the UNESCO .

  • To Supervise the activities and works of the specialized committees.

The Roles and Responsibilities of Arab and Islamic organizations Department:

  • To take the necessary measures related to communications between relevant entities of the State of Qatar, Arab League Educational, Cultural and Scientific (ALESCO), the Islamic Educational, Scientific and Cultural Organization (ISESCO) and Arab Bureau of Education for the Gulf States.

  • To supervise the work of the specialized committees.

- HE Sheikh Hassan bin Mohammed Al Thani - Vice President of Qatar Museums Authority - Chairman of Qatar's delegation to the meetings of the World Cultural, Natural and intangible Heritage (UNESCO) for the period (2011-2015).

- Mr. Hamad Hamdan Al Mohannadi – the Director of the Heritage Department at the Ministry of Culture, the World Intangible Cultural Heritage committee. (UNESCO)

- HE Mr. Ali Zainal Musa – Qatar's Permanent delegate to the UNSECO - Headquarter.

- Mohammed Alqadhi – Director of the Legal Affairs Department of the Supreme Education Council – Legal Committee of the UNESCO ( former).

- Mr. Mohammed Issa Al Fadalah - Head of Sports Activities and Events Section of Qatar Olympic Committee (QOC) - The International Committee for Physical Education and Sports (UNESCO) (former).

- Dr. Mohsen Al ANSI - Head of the Center for Environmental Studies at Qatar University - the Intergovernmental Oceanographic Commission (UNESCO).

- Dr. Khaled Abdullah Ali - Head of the institutional programs at Qatar University - the Intergovernmental Bioethics Committee (UNESCO - ALECSO).

- Mr. Ahmed Jassim Al-Kuwari - The Ministry of Culture, Arts and Heritage, the Standing Committee of Arab Culture (ALECSO).
